{"id":6080,"date":"2016-12-21T11:09:37","date_gmt":"2016-12-21T19:09:37","guid":{"rendered":"https:\/\/www.rentecdirect.com\/blog\/?p=6080"},"modified":"2016-12-27T12:52:45","modified_gmt":"2016-12-27T20:52:45","slug":"move-fees-seattle-rental-laws","status":"publish","type":"post","link":"https:\/\/www.rentecdirect.com\/blog\/move-fees-seattle-rental-laws\/","title":{"rendered":"New Rental Law will Limit Move-In Fees for Seattle Renters"},"content":{"rendered":"<p><span style=\"font-weight: 400;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-6082\" src=\"https:\/\/www.rentecdirect.com\/blog\/wp-content\/uploads\/2016\/12\/Seattle-Rental-Law-Lower-Move-In-Fees-and-Payment-Plans.png\" alt=\"move-in fees seattle\" width=\"560\" height=\"315\" srcset=\"https:\/\/www.rentecdirect.com\/blog\/wp-content\/uploads\/2016\/12\/Seattle-Rental-Law-Lower-Move-In-Fees-and-Payment-Plans.png 560w, https:\/\/www.rentecdirect.com\/blog\/wp-content\/uploads\/2016\/12\/Seattle-Rental-Law-Lower-Move-In-Fees-and-Payment-Plans-300x169.png 300w, https:\/\/www.rentecdirect.com\/blog\/wp-content\/uploads\/2016\/12\/Seattle-Rental-Law-Lower-Move-In-Fees-and-Payment-Plans-352x198.png 352w\" sizes=\"(max-width: 560px) 100vw, 560px\" \/>Rental laws in Seattle just got a little tighter this December, when legislators passed a new law that will limit move-in costs for Seattle renters. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Seattle city council recently voted to pass new proposal that will cap <\/span><a href=\"http:\/\/seattle.legistar.com\/LegislationDetail.aspx?ID=2844101&amp;GUID=82C13565-CE5C-4B57-9A82-94A1F260C3F7&amp;FullText=1\"><span style=\"font-weight: 400;\">the move-in money landlords<\/span><\/a><span style=\"font-weight: 400;\"> are allowed to charge and give renters the right to pay their move-in costs in installments.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to <\/span><a href=\"http:\/\/www.seattletimes.com\/seattle-news\/politics\/council-takes-aim-at-high-seattle-rents-by-trying-to-limit-move-in-costs\/\"><i><span style=\"font-weight: 400;\">The Seattle Times<\/span><\/i><\/a><span style=\"font-weight: 400;\">, expensive move-in fees are a barrier for some renters who find it impossible to come up with the funds to cover first and last month\u2019s rent, a security deposit, application fees, and other costs. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For a breakdown of typical move-in fees for renters check out this article on <\/span><a href=\"https:\/\/www.rentecdirect.com\/blog\/the-true-cost-of-renting-an-apartment\/\"><span style=\"font-weight: 400;\">The True Cost of Renting an Apartment<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p>The ordinance will limit the combined costs of a security deposit and any nonrefundable fees to no more than the amount of the first month\u2019s rent. It will also limit pet-damage deposits to 25\u2009percent of the first month\u2019s rent.<\/p>\n<p>Renters will have the right to pay their move-in costs in installments over six-months or according to alternative plans agreed to with their landlords. The ordinance is scheduled to take effect 30 days after Mayor Ed Murray signs it.<\/p>\n<p><span style=\"font-weight: 400;\">Supporters of this new law claim that it will create less pressure on Seattle renters who are being forced to relocate due to increasing rent prices across the city. \u00a0Alternatively, some Seattle landlords argue that &#8220;<\/span><span style=\"font-weight: 400;\">it&#8217;s nothing but a no-interest loan that could be easily broken by a renter who damages the apartment and skips out before the six months is up&#8221;, according to <\/span><a href=\"http:\/\/komonews.com\/news\/local\/seattle-approves-plan-to-ease-rental-move-in-fees\"><span style=\"font-weight: 400;\">Matt Markovich at KOMO News<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p>This new ordinance is just one of Seattle\u2019s latest rental laws to provide more opportunities to renters in a competitive market.<\/p>\n<p>In August 2016, Seattle legislators introduced a mandatory \u201cfirst come, first serve\u201d vacancy approval process that will start January of 2017. Seattle landlords will need to employ updated rental screening processes to ensure they are accepting applicants on a \u201cfirst come, first serve\u201d basis. The new policy is intended to combat housing discrimination in the Seattle rental market.<\/p>\n<p><span style=\"font-weight: 400;\">The \u201cfirst come, first serve\u201d rental law, which is being hailed as the first of its kind, will require that landlords accept the first qualified rental applicant that passes their screening criteria. Seattle is experiencing the nation\u2019s fastest rent increases and a large demand for rental housing, according to Zillow data reported by the <\/span><a href=\"http:\/\/www.seattletimes.com\/business\/real-estate\/seattle-rents-now-growing-faster-than-in-any-other-us-city\/\"><span style=\"font-weight: 400;\">Seattle Times<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Along with the first come, first serve policy, the City Council voted to add anti-discrimination protections based on a renters\u2019 use of subsidy or verifiable alternative source of income; and voted to <\/span><a href=\"http:\/\/seattle.legistar.com\/LegislationDetail.aspx?ID=2802901&amp;GUID=1B597DBF-2FC5-4766-BAC5-F5E8F511F3D6&amp;FullText=1\"><span style=\"font-weight: 400;\">prohibit preferred employer programs<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As Seattle continues to institute new laws in an attempt to regulate a competitive rental market, landlords are forced to make concessions on the stability of their investment. \u00a0<\/span><a href=\"https:\/\/www.biggerpockets.com\/forums\/52\/topics\/342150-interesting-anti-landlord-ordinance-approved-in-seattle\"><span style=\"font-weight: 400;\">Landlords across online communities<\/span><\/a><span style=\"font-weight: 400;\"> are fed up with the anti-landlord policies.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">&#8220;<\/span><span style=\"font-weight: 400;\"><em>Wow. Yet again, the City Council votes to infringe on the fundamental right to freedom of association, and to infringe on property rights. This type of burdensome regulation disincentivizes honest, affordable landlords from even being in the real estate market.
